The world's seafarers are facing an increasingly complex security environment. Geopolitical tensions, cyber threats, and disruptions to global supply chains are creating new risks for those who keep international trade moving. While these challenges often dominate headlines when crises occur, the people most affected are often the men and women working at sea.
The Commonwealth Security and Resilience Group (CWSRG) is working to address these challenges by strengthening cooperation across the Commonwealth. As the Commonwealth's accredited security organisation, CWSRG brings together governments, businesses, and civil society organisations from all 56 member states to build resilience and tackle emerging security threats.
With 49 Commonwealth nations classified as coastal states or small island developing states, maritime security is a shared concern across much of the Commonwealth. Together, CWSRG and The Seafarers’ Charity are supporting seafarers and the communities that depend on them.
Protecting those on the front line
Today's maritime risks extend far beyond traditional security concerns. Recent events in the Strait of Hormuz have highlighted how quickly seafarers can become caught up in wider geopolitical tensions, while growing digital threats are creating new vulnerabilities for vessels and crews.
As CWSRG Executive Director Freddie Woolland explains, "People who are out at sea, who relied on that rules-based order, are now potentially pawns in a geopolitical game."
Cyber-attacks are an increasing concern. Incidents involving GPS spoofing and digital interference have demonstrated how technology failures can directly threaten the safety of crews at sea. At the same time, growing criminal activity linked to cyber-enabled smuggling is creating new risks for seafarers, who may find themselves exposed to the consequences of criminal activity far beyond their control.
For CWSRG, these challenges underline the need for stronger international cooperation and a greater focus on the human impact of maritime security.
Learning opportunities across the Commonwealth

This commitment to collaboration is reflected in CWSRG's annual Commonwealth Maritime Domain Awareness Summit, which brings together maritime leaders, policymakers, and experts from across the Commonwealth to share knowledge and develop practical solutions to emerging challenges.
For many smaller island and coastal states, however, participating in international discussions can be difficult due to limited resources. Yet these countries often possess unique expertise and firsthand experience of maritime challenges.
As Freddie notes, "Some of the best thinkers come from the countries where the resources are most constrained."
Ensuring every voice is heard
With support from The Seafarers' Charity, CWSRG was able to help leaders from small island developing states and coastal nations attend the most recent summit in Canada, and participate in discussions that directly affect their maritime futures.
Their participation strengthens the quality of those conversations while ensuring that decisions are informed by the realities faced by maritime communities across the Commonwealth.
The Seafarers' Charity's support reflects a shared belief that meaningful solutions can only be developed when all voices have an opportunity to contribute.
Seafarers at the heart of security
A key focus of CWSRG's work is ensuring that seafarers remain at the heart of maritime security discussions.
While maritime security is often viewed through the lens of technology, infrastructure, or trade, CWSRG argues that people must remain the priority. Freddie notes: “Seafarers are not only those most affected by maritime insecurity; they are also an invaluable source of knowledge and experience.”
As global challenges continue to evolve, that perspective will become increasingly important. Through its partnership with CWSRG, The Seafarers' Charity is helping to ensure that seafarers, coastal communities, and smaller maritime nations all have a voice in shaping a safer and more resilient future for the maritime sector.
